Where the account comes in, and why
When you tap Send, the document has to belong to someone: so it can be saved, synced to your other devices, and counted against your free five a month. That is the only moment an account is requested, and the document you just built comes with you rather than being lost.
Email and password, or Google — either takes about twenty seconds. Confirming your email is only needed for a hosted share link or a subscription, not for a plain PDF.
What "no sign-up" does not mean
It does not mean anonymous sending. A quote that nobody owns cannot be found again, cannot be synced, and cannot be limited fairly. If a tool offers to send documents with no account at all, it is usually either free because it is selling something else, or it is storing your customers in a way you cannot export.
